Needs rewrite. Confusing and irrelevant comparison with US Constitution obscures actual provision that requires 5 permanent members to ratify as well as two-thirds (same as 108).

Meanwhile just replace with the actual texts (and footnote for obsolete para 109.3 left in long after 10th session already which has confusing reference to 7 (out of original 11 relevant at that time) instead of 9 (out of 15 currently).
