Changi University is the nickname given a program of education within the Changi Prisoner of War camp in Singapore during World War II. The program's aims were to raise the morale of the prisoners of war and mitigate against boredom.
Such a lede deals efficiently with the what/when/where/why of the topic. It's important to understand that many people are not reading whole articles but just want a quick answer to "what's SuchAndSuch". Similarly it helps the reader to be sure they have come to the right article in case they were actually looking for (say) a current university operating in Singapore or the modern Changi Prison or whatever.
