According to a real nombramiento in the Indies Archive (PATRONATO,293,N.25,R.49),already Carlos de Luna y Arellano was titled "gobernador y capitan general" in 1603. His successor, though, from 1612-1617, apparently was only gobernador again before the captain-general title became customary. --

I'll be –
adding some full references and their content, especially re governance and political geography,
swapping the current former country infobox for the former subdivision one as this seems to always have been a division of
New Spain.
