This avenue parallel with Interstate 80 is independently notable under the name San Pablo Avenue, since that is what it has commonly been known for many decades in the East Bay. State highway number pedantry, which few people in real pay attention to, should be given the amount of attention that reliable sources devote to the numbering of this road.
