This may be in the NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2020 - S1790. When pointed to it, the Caesar bill can be found. However, when I search congress.gov, I couldn't find mention of it in that bill, for a few days. Maybe it will update? Also, there aren't second party newspaper references for this yet. "is a United States legislation that sanctions the Syrian government, including Syrian president Bashar al-Assad, for war crimes against the Syrian population." It should be alleged war crimes.
