I disagree: that article is for the system in the United States specifically, and both that article and
Emergency population warning are for systems that are still purely public-safety related. The Latin American cadena, according to this article, has a markedly political purpose. Unless there's an article I'm unaware of on the topic of "national political broadcast" that this could be merged into, this article seems to be well-sourced and notable. If there's an English-language term that's used for the topic more than cadena, by all means propose it. But if the loanword is the predominant term in English, it should stay.

The equivalent of Cadena Nacional in Colombia is a Alocucion Presidencial.--
