As for the vast territory, the need for fine-tuning the regional responses, and other controversial motivation, the Brazilian Supreme Court (STF) decided that the Brazilian states may compete with federal rules ( [1]). In practice, state governors and municipalities have adopted varied types and levels of policies and law enforcement, from mild to very strict, from democratic to dictatorial-like, from concurring to superseding federal Constitution, regulations, and human rights.
According to the news on Apr 15, 2020, in MSN website, "states and municipalities are autonomous to impose isolation" ( https://www.msn.com/pt-br/noticias/justica/stf-decide-que-estados-e-munic%C3%ADpios-t%C3%AAm-autonomia-para-imp%C3%B4r-isolamento/ar-BB12GtwK), and as from the Estado de Minas website, "states are autonomous to regulate isolation measures" ( [2]), and O Globo, "STF decides that public managers do not need federal authorization to request private beds" ( [3]).
Such an approach forced Brazil into a path in which, despite being a federative republic, it was not accustomed. For tradition, the Brazilian administration of resources has always been more centralized in the federal government with little or controlled autonomy of the member states. The tense political environment provoked by the turn of a conservative Christian opposing the policy prevalent for decades has generated debates between the media and the population and has affected the conduct of scientific studies on medicines and solutions to combat COVID-19, in a way that, also in this respect, governors, and mayors were against or in favor of certain approaches or the positions of the federal government, nominally, pro or anti-Bolsonaro, which, in turn, has his international supporters and enemies.
