I know 180 mph is sourced on the page with the IRJ. But everything on the Brightline West website says 200 mph ( https://www.brightlinewest.com/overview/project). Including all the reports of the project recently, and interviews with Wes Eden. I know regardless if Brightline chooses the Siemens Velaro Novo/Pioneer 220 or Avelia Liberty/TGV M. It'll be capable of 200 mph+. But what will the service and design speeds be of the line?
