There are two 1922 papers by Blumberg in the bibliography. The first one, paper S, was published in Proceedings of the National Academy of Sciences, is only six pages long, has no proofs, and has ID
PMC1085149. The second, paper L, was published in Transactions of the American Mathematical Society, is sixteen pages long, and has proofs. Both papers have the title "New properties of all real functions" and a first sentence which begins "In a former paper the author communicated a number of properties of every real function f(x)..."
User:OAbot erroneously added the PMC ID for paper S to the citation for paper L.

Ah, thank you for clarifying. Filed as
phabricator:T354472. OAbot doesn't really do title matches, but Citation bot does for PMC (or used to). So as David Eppstein says usually these errors are caused by a previous addition of the wrong DOI by Citation bot or others, but in this case it seems to be an error in Unpaywall. I think I can work around it, just have to decide in which way. Thank you for your patience,
