Why is Lee listed as a Governor of Maryland, when he never was governor, but only Lieutenant Governor acting as Governor?

Name
Hello. I was just doing some research on Gov. Lee and his family. As is detailed in the article, Lee was the grandson of
Blair Lee I and son of
E. Brooke Lee. Seeing his birth name listed as "Francis Preston Blair Lee III," I spent a while looking around fruitlessly for information on Francis Preston Blair Lee II. It appears that "Blair Lee II" is actually Blair I's son/E. Brooke's brother, Philip Blair Lee. It's indisputable that Gov. Lee was named after his grandfather and that he was overwhelmingly known as "Blair Lee III," but I'm a little doubtful that "Francis Preston Blair Lee III" is, indeed, the Governor's birth name. There are at least a few reliable sources I see listing it as his full name, but some other equally-reliable sources refer to him as "Blair Lee II." I'm not sure we'll ever see his birth certificate published/reported on, but I'd suspect his actual birth name is simply "Francis Preston Blair Lee." I'll leave the decision of whether to edit the article up to its major contributors, but I think it may be a good idea to remove the suffix from the birth_name parameter in the infobox and change the header to read "Francis Preston Blair Lee, known as Blair Lee III, ..."
