I have reviewed this article according to the GA criteria. There are a few things that need to be fixed before I'll pass the article.
This is all mainly really simple grammar things that need to be fixed, plus two inline citations that should be added. I'll leave the article on hold for seven days, and after that point will pass it or fail it based on the completion of the above suggestions. I'm reviewing this
featured article (a 2008 promotion) as part of
WP:URFA/2020, an effort to ensure that old FAs still meet
the criteria. The main concern here is the sourcing: the article relies heavily on contemporaneous newspaper accounts in lieu of more recent secondary sources. For instance,
this 2007 book by Peter C. Stuart has a whole chapter on Tilley but isn't cited a single time, and
this 2013 article in the International Journal of Naval History (which I think is probably reliable enough) isn't cited either. There are other problems on a basic verifiability level. The Historical Dictionary of the Spanish–American War, cited in support of the sentences He participated in the naval blockade of Santiago de Cuba but missed the subsequent Battle of Santiago de Cuba, as Newport was refueling at Guantánamo Bay when fighting broke out. Toward the end of the war, he was responsible for shelling the Cuban port of Manzanillo.
, doesn't appear to mention Tilley at all. The statement In 1866, he graduated first in his class
is sourced to an 1866 newspaper article, but that source actually states "the first in the second class is B. F. Tilley" (meaning that he was a second-year student in 1866, not a graduate) and other sources (
[1]; pg. 89 of Stuart) state quite clearly that he actually graduated in 1867. I don't know how representative these problems are of the article as a whole, but it does seem that this'll need quite a bit of work to bring back up to standard. If issues are not resolved, the article may be listed at
featured article review, where editors will consider whether to remove its featured article status.

Benjamin Franklin Tilley (1848–1907) was a career officer in the United States Navy who served from the end of the American Civil War through the Spanish–American War. He is best remembered as the first acting governor of American Samoa as well as the territory's first naval governor.
