Why "state of"?
Approved in what sense or for what purpose?

Because a German municipality can't simply call itself a health resort. It's a title that must be approved by the government. And in German, it is customary to talk of "the state" where "the government" would be used in English. That's all.-- 94.134.236.239 ( talk) 11:27, 19 July 2017 (UTC) reply
