I think a split will likely be appropriate in the future, but it's premature now and a split would just result in two stubs whereas readers would be better served having the closely related information in one place.

SPLIT. THe new tunnel has a separate name and multibillion dollar budget. Construction on the Frederick Douglas is enough underway as to to be independently understood
