@ Arg342: Thank you for this very intereting article. I recommend introducing the "Stop and Proceed" rule at an earlier stage, e.g. "The "Stop and Proceed" railway rule at the time permitted the 7:40 to move ahead cautiously after waiting at a stop signal for two minutes." instead of "Railway rules at the time ..."
