I havnt heard of many economists arguing this. Most understand that this is an impossibility as one country will be exporting and another will be importing. ( Gibby 11:43, 5 March 2006 (UTC))
"Most understand that this is an impossiblity..." Where does this "most" come from?
Why is this article focused on just "...the surplus nation..." Why cannot a deficit nation take action? Why isn't the word tariff used?

NPOV|VERY one-sided; unbalanced, reads like an "advocacy"-piece AND totally lacking in the basic content required of any serious article about economics-theory
as an economics & trade article, it's a glorified, wordy "stub"
