Is there any first or near-first party source on this? aka an interview with George W. Bush himself or an important member of his staff. While axis has long held clear WWII connotations, "evil" is a generic term. Furthermore, there is no former soviet nation in the original trio. --

I assert that it does not. The word "evil" is a generic term, and furthermore there are no mentions of "Axis of evil", "Iraq", "Iran", "North Korea", nor any of those countries leaders nor George W. Bush.
A sufficient source would for this would have to be from someone involved with coining the term. Otherwise, it's just a random person's assumption that has been elevated to "fact", despite being baseless. --
