In regard to the first comment, I'm unsure what you're trying to put across, but I've clarified the sentence. As for the second comment, saying that he was appointed during the International Geophysical Year shows that he came into office just as major developments were taking place in space exploration (such as the launch of the first artificial satellite, etc).
