And it's highly unlikely that there is anyone from the Navy or the Cypriot MOD currently available to give explicit permission for the crest to be used in this case. On the other hand, given that Ioannides was the Flag Officer in charge of the Cyprus Naval Command (Cypriot Navy), albeit with the permanent rank of Captain, you could make a very good case that the Crest was 'his' flag, and therefore valid under fair use rules.
