The above figure seems out by a factor of 1000 (at least).
In the Foreign Office card index system at The National Archives, there are references to files dealing with Norwegian fishing ships in British waters and Breton onion sellers visiting Britain and this legislation. Jackiespeel ( talk) 17:55, 24 August 2010 (UTC)
