I don't believe it will be appropriate to rename the page to Algeria U23 national football team and in regards to what you said about the other U23/Olympic teams, I've failed to see any named as such. While you are right about the Brazilian and Argentinian team, the majority of U23 teams are listed using the other naming format (Country X Under-23 national football team). If you check the following category Category:Youth association football by country, you will notice plenty of examples, especially under Category:Asian national under-23 association football teams and Category:European national under-23 association football teams categories.
