Admitted vs. Enrolled?

According to the opening paragraph, "In 2014, the school accepted 83 applicants." But the info box says the school has 247 students which, for a three-year program, works out to an average of 82.3 per class. So 83 is probably the number of new students who enrolled. The school must have accepted considerably more than 83 applicants in 2014, many of whom declined to attend. (The quoted figures could both be correct if nearly every admitted applicant chose to enroll, but that's implausible. All law schools admit far more applicants than they have room for, since many won't enroll.
