Description

We should use wording that describes someone accurate. Thus say they are from the Russian Empire and the Soviet Union. The term "Soviet" has a lot of connotations, and is not a good nationality describer. He was from the Russian Empire, and we should make it clear we are saying that in the terminology we use.
