Overall:
If we are going for wit I am definitely willing to gloss over the minutiae whether we are fine leveraging the misdirection of "in jail" to not explicitly mean an inmate, but merely be in a jail. My understanding is that to stand, you must be eligible to vote. It was noted in a source that at least one voter was not an inmate. I'll give it a couple of days for any objections but otherwise I think this is good to go. Approving based on ALT2.

This article is utterly fascinating yet also sobering. There is not much to be done: two minor copy tweaks, some fresh eyes maybe, and I suggest adding an image of the DC Jail. Ping me when done.

Did you know? If you fancy doing so, I always have plenty of GA nominees to review. Just look for the all-uppercase titles in the Television section. Reviews always appreciated.
The transfer removed Bishop from the city, making him ineligible and unable to continue in his duties as a commissioner...
Hayes, a Georgetown University prison scholar...
The lone image is a CC-BY map overlaid on OSM data. The size of the facility could be represented with one of the three fairly recent jail aerials on Commons, like File:DCJail-North.jpg or File:DCJailSouth.jpg.
