Thanks Robert. I have been meaning to follow up on that. User:Bdballweg (creator of the draft) and I know each other and have been in touch over email about this wiki article since he is new to Wikipedia and wanted my help. I helped him with that draft and wrote some parts of it. However, I thought my final draft version was better and the waitlist for getting his draft reviewed seemed really long. So I went ahead and created it. I have merged in everything from that draft (leaving out the reference to ARPA-E website and a few other minor things). So, it can be removed.
