I have a question concerning the levels of governance of Montreal. Going from top-to-bottom, first you have Montreal (Region), and then you have the Urban agglomeration of Montreal, which would usually be a lower level (RCM-equivalent), but in this case is also on the same level as a region. Now, this gets tricky. Is the Montreal Metropolitan Community a level below, or is the MMC also on the same level as the urban agglomeration/regional level? From what I'm reading, it sounds like it's a lower level of government, but actually includes municipalities outside the Urban agglomeration boundaries which are actually in other RCM's, which would seem to make it more important the the Urban agglomeration despite technically being a level of government beneath the Urban agglomeration. What is the difference in the composition of the Montreal Metropolitan Community and the Urban agglomeration of Montreal? Also, which services/competencies are unique to each of these bodies? This sounds like an awful lot of govermnental overlap from the municipal to the regional level. You've got the Montreal City Council at the lower level, then you have the Montreal Metropolitan Community with its own government, then you have the Urban agglomeration/regional council above that, but which actually covers a smaller area than the MMC.
