The UN Security Council document says Agdam rayon "occupied" by Armenian forces. Source: [1]. Also 2020 ceasefire agreement says: The Agdam District shall be returned to the Republic of Azerbaijan by November 20, 2020 [2], and was handed over after the ceasefire, so putting "seized" here makes it factually incorrect.
