Firstly, it appears the subject does not meet notability guidelines, and is therefore a possible AfD nomination. But the other problems are that it relies only upon a source from the US congress itself, it doesn't provide all major viewpoints (e.g. other POV that Baltics were not occupied), it is not therefore NPOV.
