Yes, that tag is fair enough. You have an unreferenced paragraph (under the heading "Structure") and the list of leaders needs a reference for each entry. If you've got one reference that lists all the leaders, it would be easiest to write a sentence above the list (e.g. "The following generals have held the leadership position for this region:") and add that reference to that sentence; that's good enough and easier than to repeat the same reference with each list entry. Schwede66 - Yes, Schwede66 hit the nail directly on the head. And yes, I do have difficulty reading Arabic sources, as most readers of English WP would. What helps is when the Arabic version of something is included in parentheses, that way we can past it into a search engine and see if it's included in the citation. (same with other languages like Japanese, Russian, etc.).

One last thing, if you do the sentence structure suggested, please make sure that the reference includes all the people and their dates they held the office. For example, the reference in this article, only is good for Major General Fadhel Hassan, it does not appear the others are included in the source.
