Generally... Integers from zero to nine are spelled out in words, further clarification in §Notes and exceptions states that
Comparable values should be all spelled out or all in figures, even if one of the numbers would normally be written differently. Like 12george1, I contend that the numbers of tropical cyclones, particularly in the section §Pre-season outlooks, are comparable values and should be written in a uniform manner, i.e. all spelled out or all in numeral form.
