I don't think it's an offensive. It's rather looks like a counter attack that can sit in Ithriyah-Raqqa offensive (February 2016–present). An Offensive needs 2 thing: Aim and permanent result. Until now there are several time that ISIS and others cut this road but because of geography it's clear that the road always - in days or weeks - will became open. P.
