Merge proposal
I'm extremely hard-pressed to identify a reason why Wikipedia would need the existing articles about the city council election and the mayoral election to simultaneously coexist with a third overview article about the whole shebang. The existing city council and mayoral articles can easily interlink each other without needing a third "parent" article to exist on top of them.

Don't merge – Looks like a series of pages for several recent San Diego elections have now been created. Where applicable, these pages also contain results of local ballot measures, which don't otherwise have their own articles. This provides at least a little bit of justification for the separate parent article. Since there's been no other discussion on this topic for a year, I'd recommend not merging for now.
