Look, I did and there are no sources for the figures ... they are estimated by the orgs and that is it. Except for Norway. However all numbers are unsourced.

The number of people who participated i.e. voted, is a matter of fact. The only estimates are the numbers eligible to vote. Hence the "c" before the figures. If the organisers say these numbers are eligible it's good enough for me. Do I need to source the source? Why have you chose to target this article?
