Reason for English alphabetical order?

The reason given in the article doesn't sound right and I cannot find any sources to back it up. Even in 1998, Taiwan/Chinese Taipei already had a precedent of marching under "T"/"ta" even in East Asian languages, as seen with Seoul 1988. Had they done so, the Czech Republic would have marched between them and China.
