The caption claims that the Yugoslav Wars were "a critical international policy factor for the 1996 election cycle". If that were true, there would be references that support the claim. The 2 provided are, respectively:
an article from The Progressive which talks about the possibility of Clinton getting primaried from the left but makes no mention whatsoever of the Yugoslav Wars or, in fact, any war, conflict or military issue.
The caption therefore clearly fails
WP:V and should be removed.
As for the picture itself, it's not of Clinton either campaigning or in New Mexico, thus it has absolutely no relevance whatsoever to the article and should also be removed.
