In retrospect, I'm not sure if the short name Cisleithania is the most pertinent here. Its article indicates that it was used for Die im Reichsrat vertretenen Königreiche und Länder - The Kingdoms and States represented in the Imperial Council. So it stands to reason that the first Imperial Council election implied the existence of the cover term, but it's not necessarily so. It could have also been coined precisely in 1867.
