According to
de:Ruhrdepartement the
grand duchy Berg was split into 4 departements when it was annexed by Napoleon - Rhine, Sieg, Ems and Ruhr. But I cannot find those in the list, the Roer probably refers to the Rur (German spelling, what is the English one?) more to the west.

The Grand-duchy Berg was not part of the French Empire itself, but of the
Confederation of the Rhine, which was a French protectorate. That's why it's not in this list, this is the French Empire proper (even though it includes many lands that aren't in present France). Maybe the "Ems" departement you mention is the same as
Ems-Supérieur.
