House of Tudor
Anyone who has a grasp of heraldry should understand how to read the coat of arms; the dragon began on the left of the coat of arms (whichever creature stands on the eft side rules the kingdom), when Henry VIII took power, the dragon moved to the right, with the lion of England taking the left side, thus; English, the dragon was never chained, therefore Wales was never conquered, merely became a partner next to England, so the dynasty started as Welsh and then switched to English (& Welsh).

Tudor
The Tudors were Welsh of origin, their coat of arms reflected this as the dragon stood on the left (prominance) and later became English when Henry VIII switched the dragon to the right and added the lion (which represents England) on the left, the dragon was never chained, so the kingdom therein became an 'English and Welsh' kingdom, not solely English.
