Maxwell had no basis for making this assumption. Population much higher given the number of troops raised in Ulster. No country in Europe could raise over 5% of population as troops, whereas Maxwell's figures would need Tyrone to mobilise 10-20%, an impossiblr figure.

This suggestion of 25-40K population in Ulster is nonsense, closer to 250k-300k. Population of 25-40k could not raise 6000-8000 troops as this would be 15-25 % of the population, largest % in Europe was 5% in Low countries, 2-2.5% elsewhere.
