using the wd "delegate" is... probl. The vicar's jurisdiction (jd) is *derived* from that of the Pope. But it is classified as an ordinary jd (so is a general vicar's, derived from the bishop). "Delegate jd", in canon law, is defined as "not-ordinary jd"
