I retract my last edit of "may be confused" because some may take this as something a person may do. In conclusion, simply stating He is "sometimes confused" is the best medium, of not saying you cannot confuse this, because it is widely up for debate, and allowing people to confuse them. It is highly known and accepted that people, many scholars and theologists, believe that this confusion is warranted.
