He who knows God to exist does obviously offend Him by not worshipping Him - and, yes, that can be punished, without God being evil. He who has the misfortune to suppose the contrary is not an addressee of this commandment at all.

Tolkien gives no clear rank of the fame of Merry, Pippin and Sam in the Shire, but does say that all of theirs, incl. the latter's, surpassed Frodo's. (Sam was, after all, the gardener who practically rebuilt the Shire's flora, and Mayor for seven times.)
