The primacy of "signal" in the idea should be mentioned in the first-sentence-summary I think. Agree? The technically correct, but rather less important, non-necessity of "signalness" is covered adequately in the 3rd sentence. Right?

→IBM 350: WP doesn't "presume". Reworded so it doesn't say if that was the reason, rather only that constraint existed. Constraint could have been flexible, or the size didn't need to push the limit, or whatever - all nicely (or weasely) unsaid.
