The system, which is designed to randomly assign cases to competent judges within their shift, was found to have allowed manipulation which permitted a bad actor to predefine which judges would be assigned to which cases without leaving any evidence of said manipulation. The system was found to have been integrated during Ivanov's tenure as justice minister and the prosecution stated that it was looking into whether or not Ivanov had lobbied private interests during its development.
