Also, I'd like to propose the following lines to be appended to the bottom of the page:

** Not covered by copyright:
*** PD-text|Simple typefaces, individual words or geometric shapes

Well, if I were you I wouldn't have rejected a request that is granted in the parent page without investigation.
As for the reason: It's simple; Because Microsoft license is different: Microsoft actually authorizes the use of its screenshots. Template {{ Microsoft screenshot}} is made with the approval of three other administrators to properly inform users of this difference. Note that tagging Microsoft screenshots with a fair-use tag is a legal misconduct called "Misrepresentation". (Reason is simple: They are authorized use. Saying that they are fair-use is inconsistent with the truth.)
There now, dear Selket. Now you know it. Would please kindly grant my request?
