I believe this is fair use of this file. I created this from a screenshot size 900x900px and then reduced with pic rezier to 233x233 - It is now, as uploaded, a very small image and poor quality. Over the last couple of days I have requested copies of this (or similar from the Facebook page, the PDSA, BBC, ITV and the Guardian with none forthcoming. There are no pictures of this dog on commons or on flickr. As with all articles, a small picture in the infobox gives the reader a much better idea of the subject than text alone and in this case, it is important to see the dog breed and the award as "English Springer Spaniel gets PDSA Order of Merit" does not convey it clearly enough, particularly to those not familiar with dogs (and their many breeds) and the British awards. A small shot of the actual dog wearing the actual award is warranted in my opinion. JW 1961 Talk 20:00, 21 February 2021 (UTC) reply
Pictures of people still alive, groups still active, and buildings still standing; provided that taking a new free picture as a replacement (which is almost always considered possible) would serve the same encyclopedic purpose as the non-free image.is unacceptable use.
