@ Avicennasis: This file should not be speedily deleted (nor slowly deleted, for that matter), because it is very useful ONCE ITS CAPTION IS SET RIGHT. We have a page on the Levant Fair and several more on Tel Aviv topics, including the Tel Aviv Port where it's been used so far with an inaccurate caption, but which I have corrected now.
How can we rewrite the caption on the file itself?

@ Avicennasis: I'm really sorry, but I'm technically a total beginner, I am eager to put out good information, but lack the other skills and shouldn't be spending even a fraction of the time I'm already spending editing WP articles, let alone study the technical part of it. I'm not aware of the difference between local page and - what is it called? the main illustration file? I thought you want to throw out the picture because it's not what the contributor's caption says it is. If that's not the case, I'll leave it to others for now. I have piles of work to do in real life and WP is a place of refuge; I do sometimes need the ready information and having a good article one click away really helps, but that's a weak excuse and doesn't justify the amount of time it consumes.
