Class C networks?

The caption states that this represents Class C networks somehow. In 2005, classes were long obsolete, they didn't exist. So just what is meant here? Does this graph ignore all networks numbered 1-191 and use only 30% of the rest? or does it represent 30% of all /24 networks and the description terminology wrong?
