The seal was designed by Judith A. Derricott in 1967. She was a secretary for the county planning commission. Raymond P. Shafer was governor at the time and was from Crawford county. He realized his home county had no seal while planning to decorate the Governor's mansion and requested that one be made by the planning commission. It was approved by the planning commission and has been in use since then. The original design is on display at the Crawford county courthouse in Meadville, PA.
