it is a biographic presentation of a historical person with thorough referencing to published scientific literature in established European and American journals. All claims are thoroughly referenced throughout the text to establishd sources and no claims promotes any particular product, services or any other thing in a commercial setting. The draft is created with a similar set up as the article of Herbert Olivencrona which is the founding father of Swedish neurosurgery (in contrast to this article presenting the founding father of Norwegian neurosurgery).
However, "promotion" does not necessarily mean commercial promotion: anything can be promoted, including a person, a non-commercial organization, a point of view, etc.
The text, however, is briefly describing the early life and medical career of historical person - and any biograhical presentation will in any way be a promotion of that person. This is a "sister-article" of the article created by other creators on Vilhelm Magnus in norwegian (see Norwegian page) and seems consistent with any other brief presentation of a historical person.
