There are 21 citations but only 11 different sources. Aside: please avoid WP:REFBOMB. Of the 11 sources, two are obituaries. They are not good sources to establish notability, see WP:OBIT. References 1 and 2 are also not useful to establish notability, see WP:NOTINHERITED. The source available through pressreader is not about Illingworth, but about the BSFG, with only a passing mention of Illingworth. That does not help. Mr Illingworth´s report to BSFG (source in citation 12) is not an independent source. Not helpful either. There really are only two pieces of information that are more or less helpful: He received an academic condecoration (footnote 18), he was for 18 years president of BSFG, but that institution is apparently not notable because it has no wikipedia article, either in english or spanish. I do not count footnote 19 that Illingworth was honoured by the Lion´s club because of his 50-year membership. That fact does not make him notable. I see one claim that might make him notable: that he was Jefe Politico of Guayas province. That, however, I don´t understand. I don´t find his name as Governor or Prefect of Guayas province. And there is no source. In sum, the article does not have significant coverage in multiple, independent, reliable, secondary sources that establish the notability of Mr. Illingworth. See WP:BASIC.
